Preparation
  1. Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Whisk them together well.
  3. Add the milk, vegetable oil, eggs, vanilla, boiling water, and vinegar to the dry mix. Mix until a smooth batter forms.
Baking
  1. Divide the batter evenly between the prepared pans. Bake for 30-35 minutes or until a toothpick inserted comes out clean.
  2. Allow the cakes to cool in the pans for about 10 minutes before transferring to wire racks.
Frosting
  1. Beat the softened butter until light and fluffy. Gradually add powdered sugar and heavy cream, then mix in vanilla and crushed Oreos.
Assembly
  1. Once the cakes are completely cool, place one layer on a plate, spread a generous amount of Oreo frosting on top, and place the second layer on top.
